With the 1990 election of Mary Robinson as Ireland's first female head of state, that country gained an icon. She has been the subject of several campaign histories (Emily O'Reilly, Candidate, 1991, and Fergus Finlay, Mary Robinson: A President with a Purpose, 1990); biographies (Michael O'Sullivan, Mary Robinson: The Life and Times of an Irish Liberal, 1993); and even adoring picture books. Siggins, an Irish Times correspondent, supplements these works with a factual overview of Robinson's entire presidency, 1990-97, and a preview of her current position as UN Human Rights Commissioner. Following a chronological format, the first half treats her childhood, education, career in the Seanad (Senate), and campaign. The coverage of Robinson's presidency is thematic and includes integrated discussions of her policy agenda, foreign trips, and early verdicts on her accomplishments. Although not a definitive nor particularly insightful biographer, Siggins implicitly poses one question: How did a twice-defeated Dail candidate with weak party support, often at odds with her own Catholic Church, and espousing numerous liberal and controversial positions, transform an essentially powerless position into a personal international forum?
