The primary aim of the regulations is to reduce risks to the health and safety of the workforce employed on offshore installations or in connected activities. The regulations implement the central recommendation of Lord Cullen's report on the public inquiry into the Piper Alpha disaster, that the operator or owner of every offshore installation should be required to prepare a safety case, and submit it for HSE acceptance.
