CHOICE Review

Lavigne (Univ. of Pau, France) is an internationally known scholar on the economies of Eastern Europe and the Former Soviet Union (FSU). In this volume she explains the nature and performance of the socialist centrally planned economic system in these areas and the reasons for its collapse. Then she examines the transition toward a capitalist regulated market economy, analyzing in detail macroeconomic stabilization, privatization, integration with the world economy, and Western assistance to the transition. The work contains many tables and charts, a statistical appendix, helpful suggestions for further reading, and a long bibliography. Comprehensive but concise, this authoritative study presents an insightful and balanced assessment of the issues. It differs from other recent volumes on the economics of transition. Barry Bosworth and Gur Ofer's Reforming Planned Economies in an Integrating World Economy (CH, Dec'95) attempts to cover briefly some aspects of economic reform in the FSU, Eastern Europe, and China. The Transformation of the Communist Economies, ed. by Ha-Joon Chang and Peter Nolan (1995), assembles 14 varied papers on China, Eastern Europe, and the FSU from a 1992 conference. Lavigne's book is much superior to these volumes and is highly recommended for both economics and area studies collections. Clearly written, it is accessible to upper-division undergraduates and is an excellent introduction to the subject for graduate students and nonspecialist faculty and researchers. M.
