Library Journal Review

Critics of centralized public welfare point to administrative ineptitude and economic problems and urge a pluralistic approach. As Johnson relates, major responsibility for administration would reside with voluntary agencies, commercial markets, and informal networks, with central government retaining fiscal and oversight functions. Arguing that this arrangement would weaken public responsibility and create greater economic inequality, Johnson urges retention of the present arrangement with flaws eliminated.
